A Plan of Action

A peaceful and lawful path forward for The American Nation

TL;DR

In this follow-up to A Bold and Dangerous Act, Thomas Bell lays out a concrete Plan of Action for American citizens who wish to peacefully and lawfully confront what he describes as the illegal war and criminal conduct of the current executive branch. The plan unfolds across three phases — Let It Be Known, A Call to Quorum, and A Revival of Spirit — guided by operating principles of honor, transparency, decentralization, and inclusion. Thomas outlines the tactics for Phase 1, including a citizen statement campaign, a congressional poll, and a decentralized coordination platform built on open-source technology, while establishing clear rules of engagement rooted in nonviolence and personal integrity. He closes with a call to his fellow Americans to go forward not to fight, but to win.

What is Our Mission?

We have been granted many gifts, that are as rare as they are great.

We have been given a cause that is righteous,

We have been given a mission, which has achievable goals,

And we have been granted articulable objectives in pursuit of that mission.

In the words that follow I will outline A Plan of Action in pursuit of our mission and every Plan of Action should start at the end, namely the objectives which the plan of action aims to achieve.

The Plan of Action which I will outline has the following objectives:

  1. Legally and Peacefully bring an end to the lawless wars of aggression which are being illegally carried out under the flag of The United States of America,

  2. Hold those who have prosecuted and enabled these criminal actions to account in a lawful court of justice,

  3. Revive our Nation and our Country’s conscience such that we may once again be a prosperous nation of laws that is free from the tyranny of scurrilous men.

We will achieve these objectives through the judicious application of sound strategies and the steadfast execution of wise and honorable tactics.

Before I lay out A Plan of Action, I must first endeavor to state one thing more clearly.

Who are WE?

Up until this point I have been cavalier with a rhetorical device that is often used to seed the impression of universality, I have said that ‘WE’ have been given a mission, but I have not made it as clear as I should what is meant by ‘WE’.

Even as I spoke the words I could hear the echoes of my Grandfather asking

‘We? Do you have a mouse in your pocket?’

When I say we I mean most plainly my fellow citizens of The American Nation, which I have attempted to broadly outline in another writing called A Bold and Dangerous Act, but it is prudent, given the gravity of our cause and the importance of operational solidarity, to clarify what I mean more completely.

First, it is imperative to recognize that there can be no WE without I.

I do not mean to say that there is no WE without me, God willing WE will carry on even in my absence, I mean to say that We are a collection of individuals, but We are not an individual collective. We are a collection of individuals with our own manners, our own identities, our own families, and our own beliefs about the origin of self.

As we carry on toward achieving our mission it will be crucial that each of us weighs our actions in the context of its impact on our fellow citizens as we also recognize that our own identity, our own conscience, and our love of self is that which makes us citizens of The American Nation and not subjects of a tyrant.

I am a man who strives to be virtuous and I endeavor to give to others the same grace that I have been granted when I have fallen short.

To some I am a brother, to some I am a son, to some I am called ‘unc’, and to some, if you can believe it, I am known only as that dickhead over there.

And I am a citizen among my fellow citizens of The American Nation.

A citizen of The American Nation is under no obligation to speak any religious creed,

and a citizen is not known by their race,

A citizen of The American Nation need not share the beliefs of every other citizen,

And they are free to dislike the ways of manner, appearance, or speech of anyone, including a fellow citizen.

A citizen of The American Nation has freedom of word, freedom of thought, freedom of action, and they are free to associate with whomever they choose.

To be a citizen of The American Nation comes with many freedoms and with those freedoms come the inevitability of consequence which cannot be escaped.

A citizen of The American Nation is bound by the laws of nature and they are bound by the law of reciprocity in regards to those things that We call Rights.

As it has been written this means:

“I may disapprove of what you say, but I will defend to the death your right to say it.”

If you believe that the rights of others are drawn from the same well that you draw your own rights,

If you recognize the light of self and see its congruence with the light of others,

If you revile the tyranny of kings,

If you can proudly say to yourself and to others:

‘I am citizen, not subject’,

And if you freely choose to be, then you are a citizen of The American Nation.

I am Thomas A. Bell, citizen of The American Nation.

If you freely choose to be a fellow among citizens and if you desire to see The American Nation flourish in the 21st century, then WE carry on together as fellow citizens in common cause.

Now, on to A Plan of Action

A Plan of Action

When formulating a plan of action there are 3 things which are needed:

  1. A mission with achievable objectives,
  2. A strategy to achieve those objectives,
  3. And a set of tactics in furtherance of strategic priorities.

I have already outlined the mission along with its objectives and now I will articulate a strategy to achieve those objectives.

We will consider our mission as unfolding in three phases:

  1. Phase 1: Let It Be Known
  2. Phase 2: A Call to Quorum
  3. Phase 3: Revival of Spirit

Phase 1: Let it Be Known

There are two strategies that our adversaries have used over the last several years to successfully fend off exposure, accountability, and indictment.

  1. Division of The People
  2. Dereliction of Duty

Division of The People

For at least a decade and on an accelerating basis in the last 5 years The American People have been isolated from each other psychologically and as we saw during Covid physically.

The adversary has corralled pockets of our Nation into online ‘communities’ and algorithmically fed them a steady diet of pop culture and misleading narratives.

This corralling of The Nation into digital pens has achieved several key results:

  1. Cultivated Apathy Among The Populace
    • Young people especially have been conditioned, through cultivated nihilism, to believe that they have no power to change that which is unjust and even if they did have the power that none of it matters, anyway.
  2. Eliminated Civil Discourse on topics of communal importance
    • Through algorithmic manipulation on the popular Social Media platforms many citizens now live in an echo chamber of world views which are simultaneously validated by paid influencers and through various underhanded rhetorical methods many citizens are led to believe that they have existentially irreconcilable differences with their own neighbors.
  3. Created a Fear of Speaking One’s own mind
    • Through the systematic and merciless ostracization of anyone who offers an opinion that does not align with the corrupt interests of power, those who control the levers of modern information flows have planted a seed of fear in the minds of The Citizenry, such that it feels unsafe to have a differing point of view. As a result of this fear even widely agreed upon ideas are kept hidden as the fearful remain silent.
  4. Divided Americans Along the Lines of Culture War
    • Among The American People there are very real differences of culture, belief, and opinion on a range of relevant and important topics. Some of these beliefs are sincerely held expressions of identity and the disagreements along these lines of distinction are passionately debated. I know from first hand experience that these disagreements can boil over and lead to very real negative consequences, but in the context of a social milieu these differences are rarely as irreconcilable as those who have stoked The Culture War pretend. Because of this intentional division, it is significantly more difficult to organize on the basis of common agreement. This division keeps The People from coming together on issues which threaten the system of corruption that protects those who We will confront.

Dereliction of Duty

The other tool in the arsenal of those we will confront is dereliction of duty.

All elected officials of The United States Government and all sworn officers of the law are given titles of distinction and authority which they may accept only upon swearing their oath of office.

Those with honor know that their oath of office does not merely grant them title and authority, it saddles them with the duty to faithfully carry out their obligations in good faith and with sincerity.

Sadly, those with honor do not represent the majority of those who hold ‘high office’.

To know that this is true one only needs to see the inaction from The Department of Justice as they steadfastly refuse to investigate, arrest, or prosecute those who have defiled the innocence of children.

This is also true of The Congress and Senate as they steadfastly refuse to carry out their constitutional obligation to constrain the actions of an out of control executive.

The dishonorable men and women in both houses of congress imagine that they can accept their position of office on the basis of a lie believing that they may accept their title and stature while discarding the burden that is the weight of duty.

We will counter these devious strategies by refusing to go along and demanding that the elected officials fulfill their oath and do their duty.

This phase will have two parts:

  1. A call upon all American Citizens to let it be known, that they do not approve of the lawless war in Iran, that they consider it an affront to their citizenship and their humanity, and further American Citizens will let it be known that they expect their elected officials to do their duty and bring an end to the out of control Executive Branch that at this very moment illegally wages war that kills the innocent.

  2. Furthermore we will demand that all members of The House of Representatives and The United States Senate let It Be Known where they stand in regards to the illegal actions of The Executive Branch and why they support such an action against the will of their constituents.

Later, as we discuss tactics I will articulate the specific mechanisms by which we will execute on this strategy.

Phase 2: A Call to Quorum

A quorum is the minimum number of congress which is required to conduct official business as outlined in Article 1 of The Constitution.

Once we have made it clear where The American People stand and once we have made it clear where The Representatives in The House of Representatives and The United States Senate stand, then We will use all lawful means to ascertain a quorum in a session of congress where this issue will be discussed, debated, and voted upon.

On the day of quorum The American People will peacefully assemble to ensure that any resulting indictments, orders, and laws are processed according to The Letter and The Spirit of the law.

Perhaps this will be unnecessary if once We Let It Be Known, that members of The Congress will take their oaths of office more seriously and perform their duty as prescribed by law.

If they do not do this then we will acknowledge that many in Congress have lost their way and We will help them find their way as We lay out a path for them to walk.

Phase 3: A Revival of Spirit

It will not be enough to force action in this moment and on this singular issue.

We must ensure that our elected representatives’ new found respect for The American Nation, which We will have helped them rediscover, is not lost again.

Further We will revive the spirits of The American People not only by renewing their belief in our systems of justice and law, but we will unleash an economic engine that is made possible by the technologies of the 21st century and We will revive our economic systems such that they reward merit, diligence, tenacity, and honesty.

In truth there are many low hanging fruits as it relates to creating a more robust and prosperous economic future. The Corporate interests in The United States have through corruption, graft, and incompetence squandered the technological advancements of the last 30 years.

In this phase we will restore our economy by capturing the full value of these technologies, which have been either ignored or explicitly suppressed by American Corporations.

Now onto operations, which will include our operating principles and tactics.

There is a very simple rule, which is not of my own making, that will be very useful as we embark on this journey of American Revival.

“First things first and second things never.”

Accordingly We cannot layout the entire tactical roadmap for each phase of the strategic vision, We will instead layout first our operational principles and secondly We will layout a tactical roadmap to see Phase 1: Let It Be Known to its completion.

Operating Principles

  1. Honor:
    • We will conduct ourselves with the honor and dignity that our fellow citizens deserve and our mission demands,
    • We will never operate outside the bounds of THE Rule of Engagement, which I will outline shortly,
  2. Transparency:
    • We will conduct ourselves and carry out our operational initiatives with complete transparency and in near realtime as to our aims, our strategy, and our tactics. (I say near realtime, because there will be occasions for the sake of operational effectiveness and safety that some privacy will be required in the moment, but once our operative goals have been achieved all information in regards to how they were effectuated will be made public for the whole world to see).
    • We have nothing to hide as We will operate within the bounds of the law and within the bounds of morality.
  3. Decentralized:
    • We are Guided by our mission, and constrained by our values and principles,
    • Neither I nor anyone else is in charge, The Problem and The Mission are in charge,
    • No one is above decision just as no one is above being held accountable to the consequences of those decisions,
    • No one need ask permission to do the right thing,
    • If you are a leader then lead, if you are a builder then build, if you are a follower then follow, and if you are a baller then ball.
  4. Inclusive:
    • All of us have different skills, knowledge, resources, and experience. Anyone who desires to contribute their skills, knowledge, resources, and experience to our cause, so long as they conduct themselves honorably may contribute however they choose,
  5. Be In The World:
    • We will leverage digital technology to great effect, but it is important to remember that digital technology is not sufficient. We are not keyboard warriors We are American Citizens who live in the real world,
    • Communicate with your fellow citizens face to face and online,
    • Strive to present yourself well in the real world, for you represent The American Nation

Wise and Honorable Tactics

I have already mentioned that I will not layout a full tactical roadmap for all phases of our strategy, because it is not permitted given the constraints of time and because I fully expect that our tactical roadmap will evolve as realities change.

One of our operating principles, which I just mentioned, is ‘Inclusivity’, which means that individuals will contribute to the cause in their own way, consequently there will exist different means of communication and coordination across our Nation, what I am laying out is A Plan of Action, it is not The Plan of Action, which is not only awesome, it is useful.

Within the context of this plan of action I will answer the following questions:

How will we communicate?

Conventional paths of communication on mainstream platforms will not work in regards to our mission, because it is likely that our access to these platforms will ultimately and swiftly be shutoff, especially as we progress successfully through our strategic roadmap.

Fortunately, I personally have very strong technical capabilities and by the time you are hearing this I will have setup a chat server on a public cloud using an open source chat tool called Matrix, Matrix Chat has an architecture which is decentralized by design and that will be critical, because any centralized system will be easy to shut down.

By the time that you are hearing this I will have shared instructions as to how to join this chat server and this will be the first primary source of communication.

How we will coordinate?

Initially on our chat server there will be a handful of chat channels and in each chat room I will outline a set of operational objectives which must be achieved, I will articulate why it is important, and I will to the best of my ability outline the parameters as it relates to how this objective may be achieved.

As our nation gathers and more join the cause, it will be incumbent on individuals to determine which operational objective they are most suited to contribute to and coordinate with other citizens in pursuit of the objective.

The exact objectives and chat channels will change overtime and by the time you hear this they may have already changed, but as a way of example, let me talk about one of the chat channels that will exist at the outset:

# Channel: Signals and Digital Technology

Communication is the lifeblood of any system of human organization, accordingly it is critical that we maintain open lines of communication across the field of action. 

This will include things like this chat platform for generalized coordination, it might include public forums hosted on open source platforms like Mastodon or Nostr, and it might also include radio communications for coordination in circumstances where the internet may not be readily accessible.

## Operational Objective

Provide mission capable communication systems that are resilient, reliable, and secure.

## Design Principles  

* Open Source and Self Hosted
* Decentralized
* Peer to Peer
* Encrypted

Whatever communication systems we build need to be Open Source and Self Hosted, because conventional platforms are too easy to disrupt and turn off,

Our communication systems should never have a single point of failure and ideally they should be able to survive so long as at least one node in our communication network survives,

Peer to Peer communication means that communication is not transmitted through any central location, there are many open source peer to peer systems like wireguard and peer tube just to name two. Not all of our systems need to be peer to peer, but for those systems that require exceptional operational resilience the ideal state is fully peer to peer,

Although nothing we do should be expected to remain private over its lifetime, there are often times when time bounded secrecy is critical to operational effectiveness and the safety of our citizens, accordingly we need communication systems which enable encrypted communication as it is necessary and prudent.

## Organizational Considerations

As you coordinate efforts to facilitate our communication systems find ways to communicate what has already been deployed, what is currently being worked on, and what work is left to do,

Avoid status hierarchies in the organizational structure, it is expected, inevitable, and beneficial that on certain tasks and initiatives competence hierarchies may arise, but one's status in that hierarchy is predicated on their competence within the context of the problem, remember The Problem is in charge.

Find ways to improve operational processes to accelerate value delivery and remember that the only constant is The Problem and the missions in pursuit of solving that problem.

This is just one example and as I have already pointed out we can expect our abilities to coordinate to improve and the particular mechanisms of that coordination to evolve as circumstances evolve with them.

Phase 1: Let it Be Known

The first part of Phase 1 is for citizens to speak up and Let It Be Known, by the time you hear this I will have shared a link to a script which citizens may use in its totality or adjust the contents according to the demands of their own conscience, I will share a link to my own Let It Be Known statement in way of an example.

This is one of the most important steps for this phase and the entire mission, because it does three things:

  1. It allows others to see that they are not alone and that they are not on an island, but among fellow citizens,
  2. It makes it plain and obvious to The Congress and The Senate, what The American Citizenry actually thinks,
  3. It empowers every citizen to be a part of the mission by taking a simple and important step toward achieving the objective.

There are three ways that someone may Let It Be Known:

  1. They can just post their own message on any platform or medium of their choice with no direct connection or interaction with our systems,
  2. They may share a link to a recorded message of themselves Letting It Be Known on our uplink portal,
  3. They can physically hand deliver their own statement to a member of Congress or The Senate, ideally recording and sharing the interaction.

A person may do one, all or none of these, it is ideal that they do all three, but it is amazing if they do any single one.

By the time you hear this I will have shared a link to what will be called The Uplink Portal where someone can share their contact info phone/email and upload a link to their Let It Be Known Statement.

If they upload their link to this portal and assuming that it is a statement made in good faith and assuming that it does not violate THE Rule of Engagement, then they will be given access to our main chat server, and their Let It Be Known statement will be available for anyone else on the platform to see.

The main purposes of the uplink portal is two fold:

  1. To Aggregate the Statements So that we can use them in our outward communications,
  2. By making the Let It Be Known statement a predicate to participation on our chat server We can create more lasting trust bonds and it is a signal to your fellow citizens that you are on mission.

The second part of the Let It Be Known phase is to get The Congress and The Senate to let their own views be known.

Most congress people are, lets say, timid, in their willingness to take a stance on issues of importance, they do not communicate their views so as to avoid controversy among their constituents, their donors, and their handlers.

This timidity will not be tolerated while murder is being carried out in the name of The American Nation.

We will ultimately conduct a poll of congress.

We will setup a web portal where congress people can vote yea, nea, or abstain as it relates to the grievances which we intend to address.

The actual wording of the poll will be determined with precision as we get closer to the time.

Each member of The Congress and The Senate will be hand delivered a digital key which will serve as their identity for this polling.

We will identify a date of this poll, we will verify that all congress people and senators have been made aware of this poll, and that they all have an identity to cast their vote.

This is a critical part of Phase 1 for the following reasons:

  1. It demonstrates to The Legislature that We are serious about this issue and We will not accept their silence,
  2. It will help identify allies and adversaries among The Legislatures
  3. It will help us understand what the needed head count will be when we move onto Phase 2 A Call to Quorum

We will know that we have achieved our strategic goals in this phase if:

  1. We see a consistent growth in the number of let it be known statements,
  2. All members of Congress are aware that We exist and that We are serious when we demand that they do their duty,
  3. Finally, we will know that We have achieved our strategic goals when our adversaries attack our character and slander our mission.

That last point is very important.

As we gain traction in this phase they will respond and many of them are likely to respond with extreme prejudice, deceit, and treachery.

I will talk more about this when I discuss THE Rule of Engagement in a moment.

While we carry out Phase 1 We will be preparing to enter Phase 2, which we will do once we have achieved sufficient success in achieving our strategic goals.

For now I will not go into more detail in regards to the later phases, for as I have already mentioned our tactics will emerge as We achieve our strategic goals.

The Rule of Engagement

We embark on a mission to peacefully and legally achieve our objectives and as We carry out our mission We will be met with the boisterous protestations of the dishonorable men and women who have made this mission necessary.

As We progress we must do so with no illusions about the nature of those who might stand in our way.

We must acknowledge that among the criminals we will bring to justice, there will be no consideration made as it relates to what is right or decent.

We go on to lawfully confront murderers, rapists, thugs, and pederasts.

Accordingly, along the line of contact, We can expect treachery to be wielded with the violent ferocity that only those who have no shame can muster. In the face of the wanton dishonor that our foes may bring upon themselves, We will not waver in our own commitment to bring justice and we will not sacrifice our own honor on an altar of hate.

As We work to execute A Plan of Action nothing in that plan should be taken to preclude The Golden Rule:

“Do unto others as you would have them do to you.”

Or to put it in more contemporary vernacular:

“Don’t be a dick and if you are a dick repent and apologize.”

This is THE rule of engagement.

To violate this rule is to bring dishonor to yourself and it will be detrimental to our cause.

We have no desire to fight, just as we have no intention of relinquishing our resolve to achieve our objectives.

I would like to share an original poem, that may serve as a useful guide on the field of action:

Upon the path I did stride,
Cautious of those who might not step aside,
Should they dare not give way, 'Begging your pardon I will say',
And if a brute happens upon my route then he may walk his path,
And I will walk mine.

Finances and Capital

As of now We are funded by the sweat of our own efforts meaning there is no financial support from any 3rd party.

Everything that I have done so far is coming out of my own pocket and I am grateful that I have what I do to give to this cause.

I have a full time job, which will, for now, continue to demand my attention because just as I have passion for the cause, I also understand that I have a duty to fulfill my personal obligations.

My own personal financial obligations from month to month amount to approximately $6,000 and if I can find a way to meet those obligations while focusing The Lion’s Share of my time and energy in pursuit of this worthy cause then more progress can be made more quickly.

If there are those who would like to discuss helping out on the financial dimensions I would be happy to have that conversation.

There are a few considerations as it relates to finances that I want to make clear:

  1. Any funds which are donated will be publicly visible both as to their amount and how they are spent, this is non-negotiable,

  2. I do not expect to become rich from this pursuit, in fact I don’t want to become rich from this pursuit. I have many ambitions financially and professionally, but if I ever become wealthy it will be because I earned it not because it was donated. If I accept funds for my own personal expenses I will never accept more than the total of my personal expenses.

  3. I have no misconceptions about the likely immediate outcome as it relates to my financial prospects. In the near term, given the nature of the moment, my voice will likely limit my employment opportunities and may lead to financial strain. Although I don’t love that truth I am fully aware that it is true.

So, in short, if you are able to contribute financially and that is the way that you would like to help the cause, then feel free to reach out.

We Go on To Victory

From the time I was about 11 years old til I was 21 I trained dutifully in an Aikido dojo, where I learned many things.

One of the things My Sensei taught me that is relevant in this moment, was summed up when he would often say:

“Don’t fight, win.”

The number one rule of fighting is:

Don’t get into a fight.

Accordingly We do not go on to fight We go on to victory and We will not waver and neither will We pick a fight with anyone.

We go on to peacefully and lawfully address issues of immediate concern in part so that those who are children will not have to do the same.

There are so many things that I would love to work on and believe it or not, while I am grateful I have what I do to give to this cause, there are many other things to which I would prefer to apply my mind, but this work must be done.

My fellow American Citizens, if you hear these words, then We are The Cavalry.

I will leave you now with a quote whose source I forget, it is not my own, but I think it is appropriate in this moment:

“Someone has to do it, and it is pretty damned pathetic that it has to be us.”
